I think this picture shows the children who went to the trade show. At a fair where professions are promoted, children dressed in police clothes are both playing games and wearing police uniforms. Two of the adults there are talking about the real police and their profession. The person right behind the little girl could also be the teacher. I think this picture is a school trip and a trade fair for children.
